The Penal Code, approved by the Organic Law 10/1995, on November 23rd, states that the action to posses, to cultivate, to produce, to traffic, and/or otherwise to promote, encourage or facilitate the illicit use of drugs, narcotics or psychotropic substances, shall constitute an offense.
